Somewhere in the Decision Maker's Guide (I think) there is a note supposedly to remind the Decision Maker that "sanctions are not intended as a punishment, but are to protect the National Insurance fund" - or words to that effect.Yeh, right.

YMCA Training when gone to a decision maker. Many people find themselves banned for 26 weeks because of this.
